ARTICLE I
1. The name of this organization is the democratic-farmer-Labor Party of Minnesota in the City of St. Francis. 2. The organizations bound in all respects by the Constitution and By-laws of the Minnesota DFL Party and by the laws of the State of Minnesota. 3. This Organization accepts the principles of affirmative action stated in the DFL State Constitution and By-laws.
ARTICLE II 1. Delegates and Alternates to the county unit convention shall be those elected at each precinct caucus within City of St. Francis. 2. The county unit convention shall be the governing body of the organization. The central committee shall be the governing body of the county unit between conventions. The county unit executive committee shall be the governing body between central committee meetings.
ARTICLE III 1. The officers shall be a chair, an associate chair (of the opposite gender from the chair), a secretary, a treasurer, and affirmative action officer and eleven directors. 2. The executive committee shall consist of the officers. 3. The central committee shall consist of the officers and precinct chairs. 4. The quorum of the county unit conventions shall be a majority of those registered at the convention. The quorum for the central committee meetings shall be 5 members. The quorum for the executive committee meetings shall be a majority. 5. The central committee may dismiss a member for cause only on grounds of clear misfeasance in office. For such dismissal, a two-thirds (2/3) majority vote of the total membership is required, but only after a member is given thirty (30) days written notice specifying the cause and is granted a hearing. 6. Upon leaving office, a party officer shall turn over all party records, books, and properties to his/her successor or to the convention or central committee charged with electing the successor. 7. Matters not provided for in this constitution, in the Call, Constitution, and By-laws of the DFL State of DFL Congressional District Party, or the rules adopted at a county unit convention, or central committee meeting shall be governed by Robert’s rules of Order, most recently revised.
